On November 25, 2008, the Immigration Policy Center released an article authored by Walter A. Ewing, Ph.D, entitled “Opportunity and Exclusion: A Brief History of U.S. Immigration Policy”. In his article, Ewing explores the evolution of exclusion in U.S. immigration policy from having virtually no excludability, to anti-Asian exclusion, national-origins quotas, and today's system of linking immigration with national security.
